User can not create reports

Hi all,

A user with Global access level on the following is not able to create a report:

• Report entity
• Web Wizard
• Add reporting services report
• Publish reports

The user gets the following error when clicking NEW:

Record Unavailable
The requested record was not found or you do not have sufficient permission te view.
