User is able to view records owned by other users even though he/she is having user level privilege.

Hi,

few of my users are able to read leads owned by other users even though they are having user level read privilege only. given below is the  screen shot of the privileges for this user.

However system is preventing this user from qualifying the lead.

Can somebody tell me why this is happening?
