How to Display Rule / Enable Rule Applied on OOB Button in CRM 2013

Hi all 

I am write a Custom JavaScript that OOB Button hide for all Users Except System Admin. 

Its working Fine.  In Enable Rule am Using Custom JavaScript Rule. But button its Totally Disabled From the Form when Form Loads  

Is their any Possibility  their in Display Rule that the Button Will Display But  Cannot Be accessed by the User( Deactivate Mode) Except System Admin.

Please Suggest Me
