CRM 2015 to 2016 On-Premise Upgrade Failing

Hello,

I'm upgrading two separate Dynamics CRM 2015 vs. 7.0.2.53 On-Premise servers to CRM 2016 and I'm observing the following identical behaviour on both machines.  I previously upgraded the same servers from CRM 2013 to CRM 2015 months ago without any problems at all.

The "System Checks" screen for the CRM 2016 upgrade grinds on the "Microsoft Dynamics CRM Database" step for an hour, then displays the following results:

Microsoft Dynamics CRM Database
Timeout expired. The timeout period elapsed prior to completion of the operation or the server is not responding. The wait operation timed out.

Microsoft SQL Server
One or more organizations can't be upgraded because the version isn't supported for upgrade. Apply the latest Microsoft Dynamics CRM 2015 update rollup, and then use Microsoft Dynamics CRM 2016 Deployment Manager to update each organization. Then, try to upgrade again.

I wouldn't expect to see a "version not supported" message for a CRM server that has the latest on-premise rollup applied.  Any ideas on how to get these upgrades to complete successfully?
