On what basis Contact is created in Automatic Case creation and update rules if contact already does not exists in CRM 2015?

I have created Automatic Case creation and update rule and selected the condition as email direction as incoming.

when an email is sent to configured mail box form unknown contact it is creating a contact in CRM 2015. what is the criteria used to create the Contacts?
