Problem with “Phone to Case Process” business process flow

We am having problems adding the “Phone to Case Process” business process flow to a solution, and exporting that solution.

When we add it to a solution it does not detect that it depends on the “Case” entity and “Stage Category” option set, and does not add those components to the solution. “Show Dependencies” on that business process flow DOES show those dependencies, but “Add Required Components” does NOT find them or add them.

When we export a solution with this business process flow, the resulting ZIP file has a <Workflow> element for “Phone to Case Process”, with reasonable looking attributes “unmodified=1”, “Description=something”, “Name=something”, “WorkflowId=guid”. The only child element of that <workflow> is an empty <ProcessTriggers/>. There is NO XAML file for the business process flow in the “Workflows” folder. The same thing happens if I manually add the two missing dependencies to the solution and then export it.

This business process flow is in “Draft” mode because I don’t want to use it. I tried to reproduce the problem in another instance of CRM, including putting the business process flow in draft mode, but everything behaved correctly in that instance.

We only detected this because of an error on this workflow when attempting to import this solution file into another CRM instance.

We keep all export files for this solution, and looking back at old ones it seems the last several ones had the same export problem. Yet they did not report problems when importing them.

The last clue is that the “Phone to Case Process” business process flow is MISSING from the destination instance I’m trying to import into. We don’t know how long it’s been gone, because We don’t use it.

Any ideas what might cause this, and what I should do about it? We don’t need this business process flow, but We’d like to keep my CRM instance “clean”. We are thinking we could delete the damaged business process flow and then import it from another CRM instance using a solution with just that component? It’s a managed component – will we even be able to delete it or import it?
