Volume Shadow Copy Service error: Unexpected error calling routine RegOpenKeyExW

When ever I attempt to restart the Microsoft Dynamics CRM VSS Writer I am seeing the following message in the Event viewer

Volume Shadow Copy Service error: Unexpected error calling routine RegOpenKeyExW(-2147483646,SYSTEM\CurrentControlSet\Services\VSS\Diag\Microsoft Dynamics CRM,...).  hr = 0x80070005, Access is denied.

   Initializing Writer

Context:

CRM seems to be working fine.  I have read that installing DHCP role on the server can cause this error, but this is not installed on this server. 

Server environment is Windows 2012 R2 and CRM 2013
