Case Resolution Form Menu items/ Tools Greyed out!

Hi House,

I need to Customize the Case Resolution Form by adding fields and java scripts.

I noticed the Menu-items / Tools are all Greyed out Except for "Business Rule". As seen in the Screen Shot below;

Is there a way i can have them Enabled or is there a better way of customizing this entity.
