Adding Filter criteria not working

Hello,

I am having problem in my crm instance . I want to set some predefine criteria when anyone search on Account entity through lookup. see attached screen.

I have added criteria on system view i.e. Quick search by active accounts but didnt find it working.

I have tried by changing browser from chrome to IE & IE 10 also but no luck .
