Mobile App unable to login "You haven't been authorized to use this app"

I've check all roles to ensure they include "Use with Mobile" setting.  Curious that even the System Administrator role cannot connect when using the app.  Also the System and User metadata are set correctly.  I resaved all roles in the event of modified date being a cause.  Tested on both Android 4.4 and 6.0.  Dynamics CRM Online 2016 (8.0.1.90).  Still receiving error "You haven't been authorized to use this app.  Check with your system administrator to update your settings."

Any recommendations?
