Reassign approvals when they are in progress to another user.

Let's say Jamie has 5 approvals to do, he finishes 3 and forwards them on to the facility for approval and has 2 left. 
We can easily reassign the 2 that he has not completed and the new person who is assigned will receive those notifications. But the 3 approvals he forwarded to the facility are not easy to reassign and when the facility responds, it will be sent to Jamie's email and therefore if he is on vacation approval will be hanging out there and nobody else will be aware of it.
