CRM 2015 - Outlook Plugin - Tracking Contacts

Hello All,

I have a questions about "Tracking" contacts with the Outlook plugin.  I have notices that with some contacts even though they are set to "Track" Dynamics CRM is not creating a Contact page.  With others as soon as "Track" is selected in Outlook for someone Dynamics automatically creates a Contact page.

Any insight on this would be greatly appreciated.
