Importing contacts doing create and than update on lookups and breaking my logic

Hi i have really weird issue when importing contacts, my contacts are first created and than updated. This is not the case on Account.

Using auditing i can clearly see that the country lookup will be populated in update step. Why is there update step ? i want it to happen all in create.

Is this expected behavior ? i cant find any articles explaining this behaviour
