Work Hours restriction of User Resource not being accounted for in Service Scheduling

I am experimenting with the Service Scheduling feature and have completed all configuration as follows:

  1. Set up work hours and restrictions for User A
    • Does not work on Fridays 
  2. Configured Facilities and Equipment - Conference Room A
  3. Defined a Service - Special Interview
    • Includes selection rule to include User A and Conference Room A

When going to Schedule Activity and selecting Special Interview as the activity, then clicking the Find Available Times button, the system is returning Fridays.  I have confirmed the user is in the service activitie's business unit.  What else might be causing the system not to acknowledge the scheduling restrictions for User A?
