Security removed from Production Instance when we created Sandbox Instance

Hi. I have been developing a solution in a production environment and we have gotten to the point where we wanted to separate our production from the testing environment.   We only have 5 licenses right now, so I purchased a non-production license and set it up.  We want two, totally separate instances, and the plan was to import the solution we had created in production into the sandbox and then continue development from there. The set up of the new Sandbox went smoothly enough, but then I had a need to go in and edit a user role in my production instance only.  I looked and looked but could no longer find the Security section under Settings.  It just simply doesn't exists.  If I go into my sandbox, it is there - just not in Production.  For that matter, Service Management is available in the Sandbox but not under my original instance any longer.  I thought maybe my role had been changed on the production instance, so I logged in using another administrator's user name and password and the same thing has happened.  

 

Any idea what is going on? Is this by design such that you are suppose to just do all your development in the Sandbox and then just publish the changes to Production?  It doesn't seem like that should be the case since I thought the whole point of the Sandbox was to have an experimental environment that was entirely detached from Production, but I can't explain why the Production environment now has reduced functionality just by having enabled a Sandbox.

Thoughts are greatly appreciated.
