Best Practices for Development in CRM Online

Hello,

My company currently uses Dynamics CRM Online. We have three instances: production, test, and development. This setup worked well when we only had a single developer, but now that more than one person is changing things at a time, it's easy to lose sight of who did what and not step on each others toes. Also, many times the transport mechanism is just redoing changes in a new environment, which can lead to unintended bugs that weren't in dev or test.

What is the best practice for developing customizations (primarily javascript) and changing configurations so we can avoid adversely impacting each other? Are you using local virtual machines to develop and then check into source control and deploy when ready? Do local virtual machines make sense given the differences between CRM Online and on-prem?
